The Albanian Helsinki Committee urges the parties to initiate dialogue and to adopt the Electoral Reform by consensus. AHC says the revision of the electoral system requires at the same time a legal reform in the way political parties are organized and operated. The political situation in the country continues to be tense, the Committee stated, stressing that “the citizens do not want such a continuous clash”.
“AHC considers that electoral reform requires broad political consensus and dialogue, transparency and inclusiveness. It is necessary to consider the OSCE / ODIHR recommendations reflected in the reports of the last four electoral processes, including on 30 June 2019.
The key recommendation is that of depoliticizing the election administration at all levels, which even in these elections it was not fulfilled. Regarding the electoral system, we think that this issue requires an in-depth, objective and comprehensive analysis. The revision of the electoral system requires at the same time a legal reform in the way political parties are organized and functioning, strengthening their internal democracy, separating and balancing the powers of the party president to elect the candidates proposed to the electorate. Although each system has its advantages and disadvantages, in particular for this issue there should be public consultations and hearings with citizens active in public life. On the legality of the elections of June 30, 2019 will decide the competent bodies’’- underlines the statement.
